Texas Board of Nursing Registration (Licensure) for International Nurses: The Official 2025 Guide

Texas Board of Nursing

Securing licensure through the Texas Board of Nursing (BON) is the essential step for any international nurse aiming to practice as a Registered Nurse (RN) in the Lone Star State. Texas is known for its rigorous standards, ensuring a high quality of care across one of the largest healthcare markets in the U.S.

The process for foreign-educated nurses (FENs) differs significantly from U.S. graduates, requiring specialized credential verification and additional state-specific exams. At Passcode Global Consultants, we guide aspiring nurses through the nuanced steps to achieve their Texas Board of Nursing registration with efficiency and confidence.

🔑 The Texas Board of Nursing Application Pathway: Licensure by Examination

Most international nurses who have not previously held a U.S. RN license must apply for Licensure by Examination with the Texas BON. This process is highly systematic and requires careful attention to detail.

Mandatory Initial Requirements for FENs

Before the BON will issue an Authorization to Test (ATT) for the NCLEX, you must complete the following critical components:

  1. Credential Evaluation Service (CES) Report: You must obtain a CES Full Education Course-by-Course Report from a Board-approved credentialing agency, most commonly CGFNS International (formerly CGFNS). This report verifies that your foreign nursing education (diploma or degree) is substantially equivalent to an approved U.S. program, including didactic and clinical hours in all five major areas of nursing practice.
  2. English Language Proficiency: If your nursing program was not taught in English, you must submit proof of proficiency through an accepted standardized test (e.g., IELTS or TOEFL).
  3. Active Practice Requirement: You must have practiced as a nurse within the four (4) years immediately preceding the filing of your application to sit for the NCLEX.

The 5-Step Texas Board of Nursing Licensure Process

Once your foundational documents are compiled and your education is verified, you can follow the Texas BON’s application sequence:

Step 1: File Online Application & Fees

Begin by creating an account and submitting the NCLEX-RN Application – International Graduates” through the Texas Nurse Portal. This involves paying the required application fee (typically around $75 – $100).

Step 2: Criminal Background Check (CBC) & Fingerprinting

All applicants must undergo a state and federal CBC.

  • You must register with IdentoGo and submit your fingerprints (known as the Fast Pass) to the Texas Department of Public Safety (DPS) and the FBI.
  • Note: The BON will not issue a license until the CBC results are received and reviewed.

Step 3: Pass the Texas Nursing Jurisprudence Exam (NJE)

This is a mandatory, state-specific requirement that ensures all nurses understand the Texas Nursing Practice Act (NPA) and the Board’s rules.

  • The NJE is an online, open-book examination that tests your knowledge of Texas laws governing nursing practice.
  • You must achieve a score of 75% or higher to pass and proceed.

Step 4: NCLEX-RN Registration and Authorization to Test (ATT)

After the Texas BON has received your application, fees, fingerprint results, CES report, and proof of NJE completion, they will conduct a final review.

  • Upon approval, the BON will notify Pearson VUE (the testing service) that you are eligible.
  • You must separately register and pay the exam fee (currently $200) to Pearson VUE to receive your official Authorization to Test (ATT). The ATT is valid for 75 days, requiring you to schedule and take the NCLEX-RN promptly.

Step 5: Final Licensure Issuance

After you successfully pass the NCLEX-RN, Pearson VUE reports the results directly to the Texas BON within 48 hours. Provided all other requirements (CBC, NJE, CES) are complete, the BON staff will issue your Texas RN License within approximately 15 business days.

Important: The Texas Nurse Licensure Compact (NLC) 🤝

Texas is a member of the Enhanced Nurse Licensure Compact (eNLC).

  • Once you obtain your Texas license and declare Texas as your Primary State of Residence (PSOR), you will receive a multi-state license.
  • This compact privilege allows you to practice physically or electronically in other NLC member states without obtaining additional licenses, greatly expanding your career flexibility.
